This will increase the time it takes to respawn partially cleared and fully cleared cells by 5x. It feels very easy to pass lots of time in this game, so I thought it might be nice if Spacers didn't move back in after I've zipped around the galaxy for a bit.
Extract the .txt file into your Starfield game folder, and insert this into your C:\Users\Name\Documents\My Games\Starfield\StarfieldCustom.ini. Ensure you only have one category heading for each category (e.g. [General] should not appear more than once):
without the spaces around the =, nexus is being weird
Or simply add these game settings into your overall gameplay tweaks file if yer wicked smaht:

Shoutout https://www.nexusmods.com/starfield/mods/1247 for the fantastic utility! I feel stupid uploading a mod for a GMST that has been in literally every Bethesda game, but I know a lot of folks may not be familiar with these settings. Go download his tool and give it an endorsement instead of my mod.
