What it does?
Adds 39 static Quest Journals around Skyrim and it's DLCs to suitable locations, when activated will open the players Quest Journal.

Locations - All inns, taverns and all joinable factions will have a Quest Journal for you to use.

Note: I avoided placing them in homes as they get upgraded and changed, so not to interfere with that.
